It doesn't mean "but I'll stand here for 15 more minutes and chat about reloading"...
Even though that's exactly what I'll do because I don't want you to get your feelings hurt and follow me out to give me an ego induced TICKET.
If you're not Ponch or John, I'm not sticking around longer than I have to.

Jim is a neighbor who is president of a local gun club that has a large first class outdoor range. He is a certified combat pistol instructor as well as one of those cowboy shooting freaks.
Since I am not a club member (there is a long waiting list) he invites me out when they have local police and sheriff department qualifying. I can use any range the cops do not, or wait until they are done so I like to watch them. I was told that if an officer fails to qualify twice they are taken off patrol duty. It happens. That's when Jim steps in to give them personal instruction. He volunteers his time.
What I learned from this experience is that policemen are not all that good with firearms and some are just awful. JIm had told me this before and I got to witness it myself.
JIm has given me personal instruction for free. He also installed night sights on my favorite bedside Glock. I am so much more comfortable (and accurate) with my handguns as a result.
Yeah, I've heard some of the "horror stories" about how unfamiliar *most* LEO can be with firearms. It's what makes me the MOST uncomfortable with the idea that if I'm stopped for a traffic violation while carrying, they'll relieve me of my firearm until the encounter is over. I do NOT wish to be aerated because they don't understand the functions of MY firearm and they don't follow Cooper's FOUR RULES.
Other than that, this guy actually seemed pretty knowledgeable and since he reloads to compensate for thousands of rounds down range in practice per year, he probably really did know his stuff...
I just did not have the time.
As many times as I said, "I've got to go, my shift is over five (ten..fifteen...) minutes ago..", he'd keep on asking one more thing or engaging in one more topic.
I really had to leave.

When you must chat with law enforcement out of fear of arrest, (though you're actually under arrest any time they pull you over), what then must happen in order for this to qualify as a police State?
