Mr. Webb is 78 years old.
He's a retired classics teacher in the U.K.
When he was walking home from a seminar on trade energy quotas, the police surrounded him, stopped him and confiscated his "offensive weapon". He handed it over and took a receipt for it and shuffled down the walk as best he could without his walking aid.
Adding insult to injury, when Mr. Webb tried to use the receipt to claim his property, he was informed that the authorities had lost it.
